Investigation at some insect ID websites has proved this to be an Antlion, the adult form of the common "doodlebug" that makes it's reverse cone shape ant traps in sandy soils. The larval "doodlebugs" create their traps to capture and eat ants that fall into them.
One is fairly harmless. its when the country is over ridden with millions of these buggers when they cause the damage. I'm speaking of liberals. Oh, these antlion thingys are interesting too :)
